Parameter bindings on removed controls

There was an issue with the new "Parameters" feature. When a parameter was bound to a control and that control was later removed the binding details persisted. That caused an issue when the checklist was run as the control in the parameter binding could not be found and an exception occurred. We have added extra logic to ensure this doesn't happen again.
